The First Cyberwar? Groundzero: Estonia
The attackers used a giant network of bots, perhaps as many as 1 million computers in places as far away as the U.S. and Vietnam — to amplify the impact of their assault. In a sign of their financial resources, there is evidence that they rented time on other so-called botnets. The 10 largest assaults blasted streams of 90 Mbit/s for 10 hours each.
Wow, this is scary. There are actually botnets that are for rent! Who or what international body could “police” such resources being used for criminal intent? There is not one international body that I know. In this case in Estonia, internet security experts from NATO, together with US and Israel have joined hands with Estonian government to thwart the attacks from the rented botnets. There should be an established international body that will officially act, with more of these incidents happening very likely in the future.
